Ideas are important in shaping the policy choices of governments. But many ideas that have not been successful in the past continue to be used by policymakers, and some good ideas tend not to be adopted. This Element will focus on why governments make these poor policy choices. We will discuss a number of examples of 'zombie ideas' that refuse to die, and then discuss the factors that are associated with their survival. Those factors occur at the elite, the organizational (...) and the societal level. We will also examine some 'ghost' ideas that may well be successful but have a difficult time being adopted, and the factors that are associated with the exclusion of these ideas from the policy process. Debates about new technologies, such as crop and food genetic modification, raise pressing questions about the ways ‘experts’ and ‘ nonexperts’ communicate. These debates are dynamic, characterized by many voices contesting numerous storylines. The discoursal features, including language choices and communication strategies, of the GM debate are in some ways taken for granted and in others actively manipulated by participants. Although there are many voices, some have more influence than others. This study makes use of 50 hours of in-depth interviews (...) with GM scientists, nonexperts, and other stakeholders in the GM debate to examine this phenomenon. We uncover rhetorical devices used by scientists to characterize and ultimately undermine participation by non-experts in areas including rationality, knowledge, understanding and objectivity. Scientists engage with ‘the public’ from their own linguistic and social domain, without reflexive confirmation of their own status as part of the public and the citizenry. This raises a number of interesting ironies and contradictions, which are explored in the article. As such, it provides valuable insights into an increasingly important type of discourse. (shrink)

This article reports the findings of a one-year project examining British press coverage of the genetically modified food debate during the first half of 2003, and both expert and non-expert reactions to that coverage. Two pro-GM newspapers and two anti-GM newspapers were selected for analysis, and all articles mentioning GM during the period in question were stored in a machine readable database. This was then analyzed using corpus linguistic and discourse analytic techniques to reveal recurrent wording, themes and content. This (...) text analysis was complemented by 12 interviews with experts involved in the communication of GM issues, and 12 focus-group sessions in which members of the public reacted to selected newspaper texts and other GM material. Both in the press and in public reaction, the issue of GM was found to be intimately associated with other political events of the time, notably the invasion of Iraq. Except among experts, there was little awareness of the official national debate and issues were approached in more general terms. Pro-GM characterization of the issues as primarily scientific, both by newspapers and experts, was rejected by the anti-GM press and campaigners, and by the focus-group participants. They assessed the issues in a more global frame, rejecting scientists and companies as unreliable. In addition, they linked both US and British GM policy to the invasion of Iraq, and, by analogy, rejected pro-GM arguments as untrustworthy. (shrink)

What does political science tell us about important real-world problems and issues? And to what extent does and can political analysis contribute to solutions? This is the challenge addressed by leading political scientists in this original text which will be essential reading for students and scholars alike.

On 18–19 May 2018, a symposium was held in the Research Institute of Irish and Scottish Studies at the University of Aberdeen to commemorate the tenth anniversary of the death of Ronald W. Hepburn (1927–2008). The speakers at this event discussed Hepburn’s oeuvre from several perspectives. For this book, the collection of the revised versions of their talks has been supplemented by the papers of other scholars who were unable to attend the symposium itself. Thus this volume contains contributions from (...) eighteen notable scholars of different disciplines, ranging from contemporary aesthetics and art theory through to philosophical approaches to religion, education and social anthropology. It also includes a bibliography of Hepburn’s writings. The essays were first published in two special issues of the Journal of Scottish Thought, vols. 10–11 (2018–2019). -/- Ronald William Hepburn was born in Aberdeen on 16 March 1927. He went to Aberdeen Grammar School, then he graduated with an M.A. in Philosophy (1951) and obtained his doctorate from the University of Aberdeen (1955). His tutor at Aberdeen was Donald MacKinnon (1913– 1994), a Scottish philosopher and theologian, the author of A Study in Ethical Theory (1957) and The Problem of Metaphysics (1974). Hepburn taught as Lecturer at the Department of Moral Philosophy at Aberdeen (1956–60), and he was also Visiting Associate Professor of Philosophy at New York University (1959–60). He returned from the United States as Professor of Philosophy at Nottingham University. In 1964, he was appointed as a Chair in Philosophy at the University of Edinburgh and between 1965 and 1968 he was also Stanton Lecturer in the Philosophy of Religion at the University of Cambridge. From 1975 until his retirement in 1996, he held the Professorship of Moral Philosophy at Edinburgh. He died in Edinburgh on 23 December 2008. His philosophical interests ranged from theology and the philosophy of religion through moral philosophy and the philosophy of education to art theory and aesthetics. Notably, Hepburn is widely regarded as the founder of modern environmental and everyday aesthetics as a result of the influence of papers in the 1960s which pioneered a new approach to the aesthetics of the natural world. Institutionalism has become one of the dominant strands of theory within contemporary political science. Beginning with the challenge to behavioral and rational choice theory issued by March and Olsen, institutional analysis has developed into an important alternative to more individualistic approaches to theory and analysis. This body of theory has developed in a number of ways, and perhaps the most commonly applied version in political science is historical institutionalism that stresses the importance of path dependency in shaping institutional behaviour. The (...) fundamental question addressed in this book is whether institutionalism is useful for the various sub-disciplines within political science to which it has been applied, and to what extent the assumptions inherent to institutional analysis can be useful for understanding the range of behavior of individuals and structures in the public sector. The volume will also examine the relative utility of different forms of institutionalism within the various sub-disciplines. The book consists of a set of strong essays by noted international scholars from a range of sub-disciplines within the field of political science, each analyzing their area of research from an institutionalist perspective and assessing what contributions this form of theorizing has made, and can make, to that research. Attachment theory proposes that the activation of the attachment system enacts emotion regulation (ER) to maintain security or cope with insecurity. However, the effects of ER on attachment states and their bidirectional influences remain poorly understood. In this ecological momentary assessment study, we examined the dynamics between attachment and ER. We hypothesised that attachment states and ER influence each other through time. Specifically, we hypothesised bidirectional short-term cycles between state attachment security and reappraisal, state attachment anxiety and rumination, and state (...) attachment avoidance and suppression. We also tested how trait attachment is related to state attachment and ER. One hundred twenty-two participants (Mage = 26.4) completed the Experiences in Close Relationship–Revised and reported state attachment and ER seven times daily for seven days. The results were only partly consistent with our cycle hypotheses yet revealed a cycle between low state attachment security and rumination that was attenuated by reappraisal. Moreover, rumination and suppression predicted increased insecure states, and reappraisal predicted increased secure and insecure states. Finally, trait attachment showed associations with state attachment and ER. Our study suggests regulatory dynamics between attachment and ER and opens important questions about their functional relationship in maintaining attachment-related behavioural patterns and emotional well-being. The purpose of this paper is to investigate the effect of intra-organizational networking on individual task performance, via employability. Moreover, this study also examines whether this relationship differs for younger (<40 years) versus older employees (≥40 years). A self-report questionnaire was distributed among a sample of employees working in a range of different types of organizations (n= 374). We conclude that employability fully mediates the relationship between intra-organizational networking and individual task performance. However, this mediation effect did not vary between (...) younger and older employees. This study extends past research by applying a human capital perspective (in particular, social capital) and life-span development frameworks for explaining employability and task performance enhancement across one’s working life. It provides useful insights for stimulating career development and individual performance growth, by means of social capital, herewith increasing the individual employee’s chance to survive in nowadays’ labor markets. Research suggests that adverse childhood experiences (ACEs) can have life-long consequences on emotional functioning. However, it is unclear how ACEs shape the dynamic features of everyday emotions. In the current preregistered study with two adult ecological momentary assessment samples (Ns = 122 and 121), we examined the linear and curvilinear associations of ACEs with daily emotion dynamic features. We expected ACEs to show linear associations with a higher baseline level, variability, and inertia of negative emotions, as well as a lower (...) baseline level of positive emotions. Moreover, we expected ACEs to show U-shaped curvilinear associations with the variability of negative and positive emotions. The results did not support our hypotheses. Instead, ACEs showed an inverted U-shaped association with the baseline level and variability of negative emotions. Furthermore, ACEs also showed a U-shaped association with the baseline level of positive emotions and a linear association with higher variability of positive emotions. However, all associations were present in only one of the two samples. Our study underscores the critical need to incorporate a broad spectrum of ACEs in research samples to adequately capture their developmental consequences and the role of ACEs in contributing to the baseline level and variability of daily emotions. Research suggests that both childhood experiences with one’s parents and individual differences in effortful control contribute to adult emotion regulation (ER). However, it is unclear how they associate with specific ER processes. In this adult study, we examined the roles of recalled parenting experiences and effortful control in daily ER selection and implementation. Using ecological momentary assessment (EMA), we focused on ER strategies of reappraisal, suppression, and rumination. We hypothesized recalled parental warmth, rejection, and overcontrol to predict adult ER selection (...) and effectiveness of ER implementation and effortful control to mediate these effects. One hundred twenty-two adults answered self-reported questionnaires on their childhood experiences with their parents and effortful control. In EMA, they reported ER and emotions seven times daily for seven days. Recalled parental warmth predicted less suppression and rumination, whereas recalled overcontrol, especially in fathers, predicted greater suppression and reappraisal. However, recalled parenting experiences did not predict the effectiveness of ER implementation, and no support was found for the mediating role of effortful control between recalled parenting experiences and ER. Our findings suggest that recalled parenting experiences may guide adult ER selection rather than shape ER implementation, and these links may be largely independent of their effortful control. This paper aims to cast doubt upon a certain way of analysing prudential value (or good for ), namely in the manner of a ‘buck-passing’ analysis. It begins by explaining why we should be interested in analyses of good for and the nature of buck-passing analyses generally (§I). It moves on to considering and rejecting two sets of buck-passing analyses. The first are analyses that are likely to be suggested by those attracted to the idea of analysing good for in (...) a buck-passing fashion (§II). The second are the buck-passing analyses of good for proposed by John Skorupski (§III), Henry Sidgwick (§IV), and Stephen Darwall (§V). Along the way the paper shows that Michael Smith’s and Peter Railton’s analyses of other concepts—analyses that could be (and have been) taken to be analyses of good for —are similarly unsuitable as analyses of it. The paper concludes by suggesting that the fact that none of the buck-passing accounts of good for considered here is satisfactory, coupled with an appreciation of the various problems that a buck-passing analysis of good for would have to avoid, suggests that we should be sceptical about the prospects of finding such an analysis and should look for one of a different type. Katarzyna de Lazari-Radek and Peter Singer argue that evolutionary considerations can resolve Sidgwick’s dualism of practical reason because such considerations debunk moral views that give weight to self-interested or partial considerations but cannot threaten the principle of universal benevolence. I argue that even if we grant these claims, this appeal to evolution is ultimately self-defeating. De Lazari-Radek and Singer face a dilemma. Either their evolutionary argument against partial morality succeeds, but then we need to also give up our conviction that (...) suffering is bad; or there is a way to defend this conviction, but then their argument against partiality fails. Utilitarians, I suggest, should resist the temptation to appeal to evolutionary debunking arguments. (shrink)

For the past several years patients have been expected to play a key role in their recovery. Self management and disease management have reached a hype status. Considering these recent trends what does this mean for the division of responsibilities between doctors and patients? What kind of role should healthcare providers play? With findings based on a qualitative research project of an innovative practice for people with Chronic Obstructive Pulmonary Disease (COPD) we reflect on these questions. In-depth interviews conducted with (...) people with COPD, physiotherapists and a pulmonologist show that shifting responsibilities require a supportive attitude from healthcare providers and a dialogical communication between patients and professionals. Our findings show more is needed in order to motivate people with COPD to take responsibility and become co-owners in a process of recovery. The case example illustrates that people with COPD need support from fellow patients to learn to accept their disabilities. Awareness that COPD is more than just a lack of air, that mind and body interact, is a first step to investigate other potential problems and to enhance one’s quality of life. (shrink)

Among hunter-gatherers, the sharing of male and female foods is often assumed to result in virtually the same diet for males and females. Although food sharing is widespread among the hunting and gathering Hadza of Tanzania, women were observed eating significantly more tubers than men. This study investigates the relationship between patterns of dental wear, diet, and extramasticatory use of teeth among the Hadza. Casts of the upper dentitions were made from molds taken from 126 adults and scored according to (...) the Murphy dental attrition scoring system. Females had significantly greater anterior occlusal wear than males when we controlled for age. Males exhibited greater asymmetry in wear, with greater wear on the left side in canines, first premolars, and first molars. We suggest that these sex differences in wear patterns reflect the differences seen in the diet, as well as in the use of teeth as tools. (shrink)

Virtue theories can plausibly be argued to have important advantages over normative ethical theories which prescribe a strict impartialism in moral judgment, or which neglect people’s special roles and relationships. However, there are clear examples of both virtuous and vicious partiality in people’s moral judgments, and virtue theorists may struggle to adequately distinguish them, much as proponents of other normative ethical theories do. This paper first adapts the “expanding moral circle” concept and some literary examples to illustrate the difficulty of (...) adequately distinguishing virtuous from vicious partiality. Later sections aim to show how an adequate philosophical ethics will be able to both a) attribute virtue (and hence praiseworthiness) to agents whose actions may directly serve only their special interests, roles, or special relationships; and b) attribute vice (and hence censure) where an agent’s attitudes and/or actions mirror known personal biases (for instance, an egoistic attitude) or social biases (for instance, and ethnocentric attitude). This dual ability leaves space for much virtuous partiality, while also reflecting a “risk-aware” approach, recognizing the deleterious consequences of our human penchant for constructing and imbuing moral significance to oftentimes factitious us/them dichotomies. Le péché est alors proprement défini comme étant le fruit d’un consentement à ce (...) qui ne convient pas, qu’Abélard ramène finalement à un mépris de Dieu, à un mépris de sa volonté s’entend. Maître Pierre signale par la suite les trois principales étapes — penitence, confession, atonement — qui nous permettent sinon de nous détacher entièrement de nos fautes commises, du moins d’accomplir les gestes qui en atténueront la portée. La très brève section du second livre de l’Ethica est consacrée à la notion de vertu qui est définie, dans la lignée aristotélicienne, comme un état excellent de l’esprit. Ce qui retient habituellement le plus l’attention des historiens de la pensée dans cet ouvrage est l’accent mis à la fois sur la notion de consentement au mal, qui distingue clairement la faute morale d’autres manifestations humaines mauvaises, ainsi que sur celle d’intentio qui n’est le plus souvent que le pendant du consentement dans le bien. In a recent paper, Hájek presents the following alleged paradox. You are certain that a cable guy will visit you tomorrow between 8 a.m. and 4 p.m. but you have no further information about when. And you agree to a bet on whether he will come in the morning interval. At first you have no reason to prefer one possibility rather than the other. But you then realise that if you bet on the morning interval, there will certainly be a (...) future time at which you will assign higher probability to an afternoon arrival than a morning one. You are also sure that nothing similar will happen if you bet on an afternoon arrival, so it appears that you ought to do so. (shrink)

Peter Lombard’s Sentences, book I, distinction 8 offers the starting point for the late medieval and Renaissance debate on the question of whether the soul is as a whole present in the whole body and in each of its parts. This paper summarizes the prehistory of Lombard’s theory that the soul is everywhere in the entire body, and analyzes the positions of two “Platonic” scholastics, the late-thirteenth-century Dominican John Quidort and the early-sixteenth-century Augustinian Giles of Viterbo.

Peter Abelard and William of Ockham represent the two main figures of the nominalism of the Middle Ages. Both share the fundamental thesis of that doctrine, according to which only individual entities exist. The repercussions of nominalism are quite evident in relation to the question of universals, which constitutes a subject that, until now, won the attention of the majority of contemporary studies on the two most important logicians of their time. Nevertheless the nominalism of each of these two protagonists (...) apparently diverges in a significant manner, especially in respect to the role exercised by the mind in the semantic process. Ockham seems to distance himself definitely from his predecessors, including Abelard, when he transfers grammar and semantic functions of conventional language to the level of mental language. In the present article, the chief intention is to expound the theory of sign and signification of each of the authors under consideration. The ultimate objective is to compare their respective semantic positions and indicate the principal points of agreement and disagreement, keeping in mind the hypothesis according to which these two medieval nominalists should have more theoretical elements in common than not. Pedro Abelardo apresenta na sua obra uma teoria da virtude de natureza, à primeira vista, aristotélica. Ao que parece, essa concepção também contém diferentes elementos estoicos, que não se opõem necessariamente à visão do Estagirita. Todavia, o essencial da interpretação da Escola do Pórtico acerca da virtude difere da explicação dada por Aristóteles. No presente estudo, pretendemos examinar, primeiro, a índole da virtude como habitus na obra de lógica de Abelardo. Nesse caso, não há dúvida de que predomina a influência (...) aristotélica. Em seguida, indicamos outras particularidades da virtude encontradas, desta vez, em tratados éticos e teológicos do nosso protagonista, as quais se revelam antes de caráter estoico. Em suma, projetamos identificar as diferentes fontes antigas e os principais intermediários latinos usados por Abelardo para elaborar a sua própria teoria da virtude. Trata-se de deixar clara a influência filosófica dominante em Abelardo sobre essa questão da virtude, já que este lógico não pode harmonizar teses substancialmente inconciliáveis. Peter Abelard in his work presents a theory of virtue, which is, at first sight, of Aristotelian nature. It seems that this view also contains different Stoic elements, but they are not necessarily opposed to Stagirite's vision. However, the essentials of the Stoa School about virtue differ from the explanation given by Aristotle. In this paper, we intend to examine, first, the nature of virtue as habitus in Abelard's work on logic. In this case, there is no doubt that Aristotle's influence on this topic predominates. Next, we specify other features related to virtue found, this time, in ethical and theological treatises of our protagonist that appear to be basically Stoic. In short, we want to identify the different ancient sources and the main Latin mediators used by Abelard to elaborate his own theory of virtue. In other words, we would like to shed light on the predominant philosophical authority on Abelard's theory of virtue since this logician cannot harmonize theses that are fundamentally irreconcilable. Peter Abelard’s (1079-1142) conception of moral sin contains a fundamental element from Stoicism, which is the notion of “consent” (consensus). After the presentation of the essentials of that Abelardian theory, we return to the source of that same idea in ancient and imperial Stoicism. According to their main representatives, “consent” or “assent” (sugkata/qesij) has a determining function not only in ethics, but also in the process of knowledge as well. We emphasize in passing the resemblance between some important components of (...) Stoic epistemology and the theory expounded by Aristotle in the Posterior Analytics on the origin of knowledge. Augustine represents without any doubt one of the main intermediaries through whom this notion of consent is transmitted up to the time of Abelard in the 12th century. Even if he was influenced by the Bishop of Hippo on moral questions in general, Abelard seems to distance himself from Augustine by considering that consent is more a rational matter than a volitional one. Guy Rohrbaugh (2003) and Allan Hazlett (2012) have argued against the identification of musical works with sound-pattern types by arguing that musical works are.

Hájek has recently presented the following paradox. You are certain that a cable guy will visit you tomorrow between 8 a.m. and 4 p.m. but you have no further information about when. And you agree to a bet on whether he will come in the morning interval (8, 12] or in the afternoon interval (12, 4). At first, you have no reason to prefer one possibility rather than the other. But you soon realise that there will definitely be a future (...) time at which you will (rationally) assign higher probability to an afternoon arrival than a morning one, due to time elapsing. You are also sure there may not be a future time at which you will (rationally) assign a higher probability to a morning arrival than an afternoon one. It would therefore appear that you ought to bet on an afternoon arrival. The paradox is based on the apparent incompatibility of the principle of expected utility and principles of diachronic rationality which are prima facie plausible. Hájek concludes that the latter are false, but doesn't provide a clear diagnosis as to why. We endeavour to further our understanding of the paradox by providing such a diagnosis. (shrink)

A careful reading of Plato's works show that Thrasymachus and Callicles, his famous immoralists, are unselfconsciously devoted to virtue as they see it. They thereby offer surprising support for the view that people are not simply self-interested, and they cast light on the beliefs and hopes we all have of justice.

For those who fought "the battle of Seattle", and the various other battles that have become routine whenever the World Trade Organisation, the World Bank, or the World Economic Forum meet, transnational corporations are clearly the bad guys.

Prosthetic devices that replace an absent body part are generally considered to be either cosmetic or functional. Functional prostheses aim to restore (some degree of) lost physical functioning. Cosmetic prostheses attempt to restore a “normal” appearance to bodies that lack (one or more) limbs by emulating the absent body part’s looks. In this article, we investigate how cosmetic prostheses establish a normal appearance by drawing on the stories of the users of a specific type of artificial limb: the facial prosthesis. (...) Given that prostheses are first and foremost devices worn upon the body, such an analysis requires an understanding of the ways in which bodies and technologies interact. We thus interpret users’ stories by critically engaging with the work of disability researcher and Actor-Network theorist Myriam Winance, as well as with the postphenomenological scholarship of Don Ihde and Peter-Paul Verbeek. Using this framework, we explore users’ attempts to achieve a proper fit between their faces and their prostheses, the technological transparency such a fit enables, and the ways in which transparency mediates users’ everyday exchanges with others. We conclude that a normal appearance, when it is achieved by means of prosthetics, enables the device’s user to navigate a precarious social environment as they encounter and interact with others in public. "Thomas Merton Meets Tibetan Buddhism" by Judith Simmer-Brown (Naropa University) shed new light on the impact of the dzogchen ("great completion") tradition on Merton's evolving spirituality, particularly as expressed in the letters, speeches, and private documents included in the posthumously published Asian Journal of Thomas Merton (1973). In "Non-Dual Wisdom as Feminine: Sophia and Prajnaparamita in Merton's Poem 'Hagia Sophia,'" Paula Hirschboeck (Edgewood College) explored suggestive parallels between Christian mystical experience and Buddhist madhyamika teaching in Merton's long, dreamlike Marian hymn from the early 1960s. Kristin Johnston Largen (Lutheran Theological Seminary, Gettysburg) concluded the session with an analysis of the role of Buddhism-inspired insights in Merton's approach to soteriological questions, especially as seen in his changing attitudes toward traditional Christian doctrines of hell, purgatory, eschatology, and the human person.Between sessions, members and friends of the society participated in the annual SBCS/AAR field trip to a local site significant for its relevance to interdisciplinary Buddhist-Christian studies. This year members visited the Chicago Cultural Center of Soka Gakkai International-USA (SGI-USA), the Buddhist association for peace, culture, and education based on the teachings of thirteenth-century Japanese monk and reformer Nichiren Daishonin. Located at 1455 South Wabash Avenue in downtown Chicago, the cultural center serves as the primary facility for SGI-USA activities in the Midwest. Mr. Guy McCloskey, senior vice president, publisher, and member of the board of directors for SGI-USA, organized the event. The evening's program included a tour of the center's award-winning architecture, an informal overview of the aims and initiatives of SGI-USA, and a delicious dinner served by members of the organization.
